Accordingly, first of all, priority should be given to allocating capital to pay off all outstanding loans for capital construction arising before January 1, 2015 according to the level assigned by the Prime Minister; allocate capital to recover the remaining advance capital to be recovered in the medium-term public investment plan for the 2021-2025 period, at least equal to the level assigned by the Prime Minister; allocate sufficient capital for projects that have been completed and handed over and put into use before 2022.
Then, allocate enough capital for projects of Group C to transition from the period 2016-2020 to the period 2021-2025 of the localities, the transitional projects that have passed the time for allocating capital according to regulations, The transition must be completed in 2022 according to the time of capital allocation.
The allocation of investment capital from the state budget in 2022 will also prioritize allocating sufficient capital for investment preparation tasks, planning tasks and reciprocal capital for ODA projects, concessional loans from foreign governments. foreign donors, state capital participating in PPP projects.
At the same time, fully arrange debt repayment due in 2022 under the payment obligation of the central budget; allocate sufficient capital for transitional projects to be implemented according to the approved schedule.
After allocating sufficient capital for the above tasks, only capital will be allocated for new construction projects that have completed the investment procedures.
