This is the most important event of ASEM cooperation in the past 3 years and takes place on the occasion of the 25th anniversary of the establishment of the Forum (1996 - 2021). Attending this year's Conference were senior leaders and representatives of 53 ASEM members.
With the theme "Strengthening multilateralism for common growth", ASEM Leaders discussed joint efforts and multilateral cooperation in addressing regional and global challenges, pandemic response COVID-19, promotes inclusive, sustainable economic growth and recovery, and strengthens social and cultural connections. The Leaders also shared their views on the political, socio-economic situation in the two continents and discussed directions to further promote ASEM cooperation.
The Leaders emphasized the urgent need to maintain an international order based on international law with the United Nations at the center, and expressed their determination to work together for peace, security, prosperity, sustainable and inclusive development. The conference spent a lot of time discussing solutions to deal with the epidemic, early economic recovery, and regaining growth momentum. The Prime Minister said that global challenges such as the COVID-19 epidemic, climate change, resource depletion, population aging and cyber security are very big issues, global in nature and impacting on the world. to all people. Accordingly, the Prime Minister made four proposals to strengthen cooperation between Eurasian countries in the coming time:

Third, the Prime Minister suggested that developed countries need to help developing countries to have the capacity to deal with global problems, such as having an appropriate financial mobilization mechanism, large enough in a timely manner. technology transfer, especially high technology and green technology.
Fourth, the Prime Minister called for accelerating digital transformation, training human resources for developing countries and poor countries, and promoting public-private cooperation to mobilize resources for development. To contribute to this process, Vietnam will organize the “ASEM Roundtable on Digital Economy” in 2022.
At the conference, the Prime Minister also shared Vietnam's efforts and priorities in responding to the COVID-19 pandemic and socio-economic recovery and development. Vietnam is implementing safe, flexible adaptation and effective control of the COVID-19 epidemic. The Prime Minister also affirmed that Vietnam has been and will make responsible contributions in solving non-traditional security challenges, especially in global efforts to respond to climate change. In that spirit, the Prime Minister once again proposed that Eurasian countries open up their import and export markets more, increase investment and promote public-private cooperation to create more jobs, in order to increase employment. overcome difficulties and improve the spiritual and material life of the people, helping them to become more and more prosperous and happier.
Prime Minister emphasized that the world and the Eurasian region are witnessing rapid and unpredictable changes. Non-traditional challenges are also increasing in scope and magnitude. That situation poses an urgent requirement today to promote multilateral cooperation on the basis of international law, the spirit of cooperation, sharing of responsibilities and contributions for the common good. The Prime Minister shared the efforts of Vietnam and ASEAN countries to maintain peace, stability, security, safety, freedom of navigation and overflight in the East Sea, where there is a large international maritime route and trade connections. The Prime Minister also said that ASEAN and China are making efforts to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC); continue substantive negotiations to soon achieve an effective Code of Conduct in the East Sea (COC) in accordance with UNCLOS 1982.
The evaluations and practical proposals of Prime Minister Pham Minh Chinh were highly appreciated by the Asia-European leaders, unanimously supported and reflected in the document of the Conference.
At the end of the Conference, the Eurasian Leaders adopted the “Declaration of the President of the ASEM Summit 13”; “Phnom Penh Declaration on COVID-19 and Economic Recovery”; and “ASEM Cooperation Orientation on Connectivity. The 14th Asia-Europe Summit will be held in 2023 in Europe.
