Representative of the investor, Mr. Shin Byung Chul reported the progress of implementation of Hai Lang LNG Power Center project, phase 1 located in the energy complex of Southeast Quang Tri Economic Zone.
Accordingly, the project will build Hai Lang LNG Terminal Warehouse Center capable of receiving LNG ships from 170,000 - 226,000 m3, capacity to receive 1.5 million tons of LNG/year, and Hai Lang Power Center, in the second phase. Phase 1 has a generating capacity of 1,500 MW.
According to an investor representative, recently during a meeting between the Korean Ambassador and the Minister of Industry and Trade, the Vietnamese Ministry of Industry and Trade had an opinion that the project might not be completed in 2026. – 2027 but must last until 2035. At the same time, we hope that Quang Tri province will consult with the Ministry of Industry and Trade and support investors to put the project into commercial operation according to the set schedule of 2026. – 2027.
Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong, said that the Provincial People's Committee has sent a document to the Ministry of Industry and Trade, stating that with advantages such as 2026 - 2027 electricity consumption will increase higher than the present; Gas flows from Bao Vang and Ken Bau fields are also expected to land in the Southeast Economic Zone...

Standing Vice Chairman of Quang Tri Provincial People's Committee also added that the Prime Minister has agreed to start construction of this project's technical infrastructure in December 2021. Hai Lang LNG project (phase I) is located in 2 communes Hai An and Hai Ba (Hai Lang district), located in an energy complex in Southeast Quang Tri economic zone. With a scale of more than 120 hectares, the project will build Hai Lang LNG Warehouse Center - Phase I to receive LNG tankers from 170,000 to 226,000 m3, capacity to receive 1.5 million tons of LNG/year and Power Center Hai Lang Power - Phase I, with a generating capacity of 1,500 MW.
Along with the use of clean LNG fuel, the project will contribute to minimizing impacts on the environment, reducing greenhouse gas emissions, and ensuring environmental criteria according to international conventions that Vietnam signed.
Previously, on February 4, 2021, in Document No. 154/TTg-CN, the Prime Minister agreed to add phase I of Hai Lang LNG Power Center with a capacity of 1,500 MW to the Regulation. Power plan VII is adjusted with the operation schedule in 2026 - 2027. Phase II of the Project (3,000 MW) will be considered in detail in the Power Plan VIII.
On that basis, Quang Tri province and related agencies and investors have fully complied with the provisions of the law, awarded the decision on investment policy, and at the same time, approved the investor of the project. .
Specifically, T&T Group contributes 40% of the investment capital and 3 enterprises HANWHA, KOSPO, KOGAS will contribute 60% to the key energy project of Quang Tri province, gradually contributing to realizing the goal of bringing Quang Tri to Quang Tri province. become the energy center of the central region by 2030.
However, according to the Draft Power Planning VIII that the Ministry of Industry and Trade is submitting to the Prime Minister in Report No. 6277/TTr-BCT dated October 8, 2021, the Hai Lang LNG Project Phase I has not been updated with progress. put into operation in 2026 - 2027, which will be put into operation in the period 2036 - 2040, and phase II of the project will operate in the period 2041 - 2045.
