Binh Giang 2 Industrial Park, Thanh Ha 2 Industrial Park and Kim Thanh 2 Industrial Park have just been approved by the Deputy Prime Minister to be added to the Planning on Development of Industrial Parks in Vietnam.
Deputy Prime Minister Le Van Thanh signed Official Letter No. 1766/TTg-CN dated December 21, 2021 agreeing with the proposal of the Ministry of Planning and Investment on the addition of industrial zones in Hai Duong province. in the planning for the development of industrial zones in Vietnam.
Specifically, the Deputy Prime Minister agreed to add the following industrial parks: Binh Giang 2 Industrial Park (with an area of 303.27 ha) in Thai Hoa, Thai Duong, Tan Hong and Binh Xuyen communes, Binh Giang district; Thanh Ha Industrial Park 2 (with an area of 250 ha) in Thanh Cuong and Vinh Lap communes, Thanh Ha district; Kim Thanh Industrial Park 2 (area of 437.24 ha) in Dai Duc and Tam Ky communes, Kim Thanh district.
Other industrial zones in Hai Duong province are included in the master plan on development of industrial parks approved by the Prime Minister in Official Dispatches No. 1156/TTg-KTN dated July 14, 2014 and No. 157/TTg- Sunday 4/2/2021 remains unchanged.
The Deputy Prime Minister requested the Ministry of Planning and Investment to be responsible for the contents of the appraisal and to coordinate with relevant agencies and localities in performing the state management of the mentioned industrial parks. above, to ensure compliance with the provisions of the law.
The Ministry of Natural Resources and Environment ensures the adjustment of land targets for industrial zones in Hai Duong province (about 883 ha) in accordance with the provisions of law and authorization of the Prime Minister in Document No. 451/ TTg-NN dated April 6, 2021, meeting the conditions to serve as a basis for adding the above 3 industrial parks to the planning for development of industrial parks in Hai Duong province.
The People's Committee of Hai Duong province is responsible for the accuracy of the reported data, the size of the area, and the proposed location to supplement the industrial park planning; ensure the suitability, feasibility, linkage, synchronization, inheritance and integration of the supplementary plan for the development of industrial parks in the province in the planning content of Hai Duong province in the period 2021-2030 in accordance with the law on planning; no disputes or complaints during the implementation process.
At the same time, the People's Committee of Hai Duong province is responsible for directing the integration of the plan to develop the industrial park system, including Binh Giang 2 industrial park, Thanh Ha 2 industrial park and Kim Thanh industrial park. 2 into the master plan of Hai Duong province for the period of 2021-2030 and submit it to competent authorities for approval in accordance with the law on planning.
Implement synchronously the planning and development of industrial parks with housing projects, cultural, social and sports institutions for employees working in the industrial park. Hai Duong Provincial People's Committee receives comments from relevant ministries, implements the solutions proposed in the Scheme during the process of organizing and implementing the planning. Implement procedures for investment, establishment and construction of industrial parks in stages, suitable to the ability to attract investment and comply with the conditions, order and procedures specified in Decree No. 82/2018 /ND-CP, regulations of law on investment, construction and related laws.
The Deputy Prime Minister noted that the People's Committee of Hai Duong province only allows the implementation of investment procedures for industrial parks when the conditions specified in Clause 1, Article 5 of Decree No. 82/2018/ND-CP are met. Select investors to implement industrial park infrastructure projects that satisfy the conditions prescribed by the law on investment, bidding, land, real estate business and other relevant laws.
